Yang Li from Jiangsu Province is accused of defaming without being investigated, her sister complains to Xi Jinping.

Jiangsu Changzhou Jintan District petitioner Yang Li went to Beijing to petition in October last year, but was detained for alleged abnormal petitioning near Zhongnanhai. She was later arrested and prosecuted by the Jintan District Procuratorate for “disturbing the work order of state organs.” Yang Li’s sister, Yang Caiying, in Japan, cried out to Xi Jinping at the Japanese consulate on March 29 to plead her sister’s case from afar.

On October 19, 2024, when Yang Li went to petition near Zhongnanhai, she was taken back by the Jintan Branch of the Changzhou Public Security Bureau for “provoking trouble,” detained on November 26 by the Jintan District Procuratorate of Changzhou City for “disturbing the work order of state organs,” and formally charged on January 24, 2025.

Yang Li, who suffers from stage 4 kidney disease, and her mother, Xu Dongqing, who has severe heart disease, have been deceived by the local government regarding the expropriation of their land. The Jintan public security and procuratorate did not file a case or investigate the matter. Therefore, Yang Li and her mother always use the opportunity to petition when they go to Beijing for medical treatment. However, every time they enter Beijing, they are intercepted by local authorities, unable to receive medical treatment, and their conditions worsen due to long-term suppression.

Now facing criminal prosecution, Yang Caiying in Japan is extremely anxious and has no choice but to appeal to General Secretary Xi Jinping of the Communist Party of China, hoping that he can pay more attention to the difficulties faced by petitioners.

Yang Caiying told a reporter from Epoch Times, “The indictment written by the prosecutor Liu Zhan of the Jintan District Procuratorate does not mention how the Jintan Public Security Bureau inhumanely detained and prevented my mother and sister from seeking medical treatment and petitioning. Instead, it focuses on the expenses incurred during the petition, totaling 183,368 yuan, framing my actions of revealing the truth as disseminating false information, attacking the political system, and attacking the highest leader, implying that the judges should give a heavy sentence to my sister.”

According to Yang Caiying, Xu Dongqing and Yang Li only went to the National Petition Bureau once, but were targeted for retaliation by officials due to their involvement with the illegal land expropriation by the Jiangsu local government. They have been repeatedly beaten and kidnapped by the Jintan public security, obstructing their medical treatment and preventing them from petitioning. In desperation, the mother and daughter went near Zhongnanhai to seek help from Xi Jinping, but were met with even more violence from the Jintan public security, fainting from the beatings and being arrested and abused with various charges by the Jintan public security and judicial organs.

“The director of the Changzhou detention center knowingly detained Xu Dongqing and Yang Li, who were in critical condition, and subjected them to abuse. Despite knowing their serious illnesses, they were denied medical treatment and necessary medication, prohibited from informing their family of their health conditions. Due to overcrowding, the air in the cells is thin, causing Xu Dongqing to have difficulty breathing and triggering heart problems. They were fed moldy rice and severely lacking in nutrition (pickled vegetables and vegetable soup) as a form of abuse on detainees. My mother is 72 years old and was forced to labor during the 30 days of her detention last July,” she said.

Yang Caiying said, “In the detention center, Liu Zhan repeatedly threatened and coerced my mother and sister to confess and admit guilt. Today, I want to speak out loud about the truth. In China, the law is ineffective, and petitioning is futile. The Chinese judiciary makes decisions based on orders from officials, and the petitioning system is used to deceive the people, with excuses for inaction, allowing violent interceptions and hindrances to seeking redress. Continuing to petition will only result in unjust convictions and imprisonment. Their goal is simply to cover up corruption and extort large amounts of stability maintenance funds. This is the current state of human rights and justice in China.”

Yang Caiying also stated, “Basic human rights of the people are not protected, infringements and injustices are not resolved, how can the economy develop? How can the people live and work in peace? As the General Secretary of the Communist Party and the highest leader of the country, does Xi Jinping know how many wrongdoings Jiangsu officials have done and how many conflicts they have with the people? I hope that before he focuses on the Eight Regulations, he can first address the actual difficulties faced by the people with concrete actions.”
