Xi’an Qujiang Hundreds of villagers occupy district government for demolition compensation

Recently, in Xi’an’s Qujiang District in Shaanxi Province, hundreds of villagers from Dong Sanyao Village occupied the district government office to demand long-overdue relocation transition fees.

According to the self-media outlet “Yesterday” focusing on mainland China events, the protest occurred on February 24th. Videos shot by the villagers on-site showed that the offices, corridors, and other rooms of the Qujiang District government building were filled with villagers. A man was even standing on a desk in the office, seemingly explaining the situation.

The trigger for this protest was an announcement made by the Qujiang District Management Center on February 22nd, stating the initiation of the housing selection process. The announcement also mentioned that once the housing selection process began, residents who did not participate in the selection for reasons related to themselves or did not collect their house keys would no longer receive transition fees.

Transition fees refer to the compensation provided by the local government to residents for their accommodation and other living expenses during the wait for new housing after the demolition of their homes. According to the initial agreement, residents were supposed to receive transition fees during the period between the demolition of their homes and the completion of the new ones. However, the residents of Dong Sanyao Village have been owed transition fees by the local government for a long time. Despite previous rights protection activities initiated by the villagers, the issue remained unresolved.

After the announcement on February 22nd, the villagers were concerned that once the housing selection process began, they might not be able to recover the overdue transition fees. Therefore, they launched another protest demanding the local government fulfill its financial obligations by paying all outstanding transition fees before initiating the housing selection process.

In addition to the protest, the Dong Sanyao Village Committee also issued a strongly worded statement on the same day, announcing their refusal to participate in the housing selection process as a way to protest the Qujiang District government starting the process without paying the overdue amounts.

The tension between the villagers and the local government over the unpaid transition fees has further intensified the conflict. The villagers firmly believe that they are entitled to the transition fees as agreed upon and are determined to continue their protest until the issue is satisfactorily resolved.

This incident has once again highlighted the challenges faced by rural residents in the process of urbanization and the importance of fair compensation and proper handling of relocation issues by local governments. The standoff between the villagers and the authorities reflects the broader social issues surrounding land acquisition and relocation in China, shedding light on the power dynamics and struggles faced by individuals and communities in the face of rapid urban development.
