This week, the two sessions of the Chinese Communist Party (CCP) will begin. In the run-up to the meetings, the official crackdown on corruption continues, leading to the expulsion of two high-ranking officials from the CCP.
On March 2nd, it was reported officially that Du Yubo, former Vice Minister of Education of the CCP, had been expelled from the party. Du Yubo, a high-ranking official at the vice-ministerial level, is the highest-ranking official in the education system to fall from grace since the 18th National Congress of the CCP.
According to the report, Du Yubo was dishonest and resisted investigation. He accepted banquets that might affect the fair execution of official duties. He “used education to make profits”, treating education resources as tools for personal gain, and illegally accepting large sums of money by leveraging his position to help others profit from private universities and construction projects.
The report stated that Du Yubo has been stripped of his entitlements and will be sent to the procuratorate for prosecution.
Public records show that Du Yubo, 69 years old, has had a long career in the education system. He has held positions such as Deputy Secretary and Vice President of the Party Committee at Beijing Institute of Technology, Secretary of the Party Committee of Beihang University, Deputy Minister of Education in 2010, and was relieved of his post in 2016. In 2018, he was reassigned as the Deputy Director of the 13th National People’s Congress Committee on Education, Science, Culture, Health, and Sports. Both Beijing Institute of Technology and Beihang University have backgrounds in the CCP’s defense industry and are part of the CCP’s so-called “Seven Sons of National Defense”.
On September 18th last year, Du Yubo was officially investigated.
Before Du Yubo’s downfall, his subordinates Zhang Guang from Beihang University and Wang Dengfeng from the Ministry of Education were also investigated during their terms.
Du Yubo has also served as Vice Chairman of the National Society for Party Building Research, Vice Chairman of the CCP Party History Society, Vice Chairman of the Beijing University Party Building Research Society, and Vice Chairman of the CCP National Defense Science and Technology Industry Management Association.
On March 2nd, Cui Baohua, former Vice Chairman of the Sichuan Provincial Committee of the Chinese People’s Political Consultative Conference (CPPCC), was also expelled from the party.
According to the report, Cui Baohua resisted investigation, engaged in superstitious activities, failed to truthfully explain the situation, illegally intervened in the judiciary, and used his position to profit from engineering contracts, planning approvals, and other aspects, illegally accepting large sums of money.
Cui Baohua was toppled in August last year after being retired for more than two years, becoming the first high-ranking official to fall from grace in Sichuan last year. He was the 39th central-level cadre (managed by the Organization Department) to fall from grace last year.
It is worth noting that on November 16th last year, Yang Kening, Deputy Chairman of the Sichuan Provincial Committee of the CPPCC, was investigated. Cui Baohua and Yang Kening worked together at the Sichuan Provincial CPPCC for a year.
Shortly before his downfall, Cui Baohua had participated in some public activities.
Public records show that Cui Baohua was born in November 1958. In his early years, Cui Baohua served in the CCP’s military for 16 years, and after transitioning to civilian life, he worked for 11 years at the General Office of the former Ministry of Personnel of the State Council of the CCP, eventually becoming the Deputy Director of the General Office.
Starting in 2001, Cui Baohua held various positions in Sichuan, including Deputy Mayor of Deyang City, Executive Deputy Director of the Office of the Sichuan Provincial Party Committee, Deputy Secretary and Deputy Mayor of Meishan City, Acting Mayor, Secretary of the Suining Municipal Party Committee, and Chairman of the Suining Municipal People’s Congress Standing Committee.
In April 2015, Cui Baohua became a member of the Sichuan Provincial Party Committee and became the Minister of the United Front Work Department of the Provincial Party Committee and Vice Chairman of the 11th Sichuan Provincial CPPCC.
In May 2017, Cui Baohua stepped down as a member of the Sichuan Provincial Party Committee and as Minister of the United Front Work Department. In January 2022, he resigned from his position as Vice Chairman of the Sichuan Provincial CPPCC.
