“The Truth of a Century: Insider Details of Corruption Case Involving Minister of Justice Tang Yijun”

On the evening of January 7, 2025, a special report on anti-corruption by CCTV of the Communist Party of China (CPC) exposed the corruption case of Tang Yijun, former Minister of the Ministry of Justice of the CPC.

Tang Yijun served as Minister of the Ministry of Justice of the CPC from April 2020 to January 2023.

He was the third Minister of the Ministry of Justice of the CPC to be investigated following Wu Aiying and Fu Zhenghua.

Tang Yijun’s wife, Xuan Minjie, actually controlled 34 investment companies. Through these shadow companies, the couple engaged in corrupt practices, accumulating significant wealth through power and money transactions.

Today, let’s talk about Tang Yijun and the people who promoted him.

Xuan Minjie, Tang Yijun’s wife, had been engaged in finance and economics for many years, serving as a senior executive in a state-owned enterprise of the CPC and starting her own business in 2005. At that time, Tang Yijun was serving as the Deputy Secretary of the CPC Ningbo Municipal Committee and Secretary of the Discipline Inspection Commission of the city.

After Xuan Minjie started her business, leveraging Tang Yijun’s influence, she partnered with a company on a real estate project, making a profit of over 5 million yuan without investing a penny.

From 2012 to 2017, a technology company acquired a small company controlled by Xuan Minjie, and she received 4.5 million shares of original stock. After the company went public with the help of Tang Yijun, the value of the 4.5 million shares skyrocketed, resulting in a profit of over 40 million yuan for Xuan Minjie.

Through just these two deals, Tang Yijun’s wife, Xuan Minjie, effortlessly made profits of over 45 million yuan!

From 2005 until the downfall of Tang Yijun in 2024, how many investment companies did Xuan Minjie actually control? The total is 34, with 19 controlled companies before the 18th National Congress of the CPC and an additional 15 companies afterward.

Tang Yijun’s money-making methods were very secretive. He hid behind his wife, who in turn hid behind multiple nominees. Through these nominees, the couple controlled 34 shadow companies to make profits through their authority. The money from these shadow companies flowed into their pockets like a rushing stream, accumulating considerably over the nearly 20-year period.

When did Tang Yijun fall?

It was in 2024.

However, the downfall of Tang Yijun had already been foreshadowed. During the 20th National Congress of the CPC in 2022, as Minister of the Ministry of Justice, if there were no issues, he should have been a Central Committee member or at least a candidate Central Committee member. However, Tang Yijun didn’t even become a candidate member at the Congress.

In January 2023, just three months after the 20th Congress, Tang Yijun was transferred from Minister of the Ministry of Justice to the Chairman of the Chinese People’s Political Consultative Conference in Jiangxi Province. This indicated that Tang Yijun’s fall was imminent.

On April 2, 2024, the CCDI website announced that Tang Yijun was under investigation for suspicions of serious disciplinary violations and crimes. On October 7 of the same year, Tang Yijun was expelled from the CPC and public office, and his suspected criminal issues were handed over to the procuratorate for examination and prosecution.

According to the CCDI report, Tang Yijun seriously violated the Party’s political discipline, organizational discipline, integrity discipline, work discipline, and life discipline, constituting severe violations of duty and alleged bribery crimes, showing no improvement or restraint after the 18th National Congress of the CPC.

His charges include seeking benefits and accepting bribes for others in cadre selection and appointment work, assisting relatives in contracting financial business using his authority, interfering and meddling in market economic activities and judicial activities in violation of regulations, setting a bad family example and mismanaging his spouse, lacking legal and discipline awareness, using public power as a means to seek personal gain, and illegally accepting large amounts of money.

From the CCTV report, it is clear that Tang Yijun had been engaging in corruption since at least 2005. During that time until his downfall in 2024, what positions did he hold?

He successively held positions such as Deputy Secretary of the Zhejiang Ningbo Municipal Committee, Secretary of the Discipline Inspection Commission of the city, Secretary of the City Political and Legal Commission, Chairman of the City People’s Political Consultative Conference in Zhejiang Province, Party Secretary of the Ningbo Municipal Committee, Acting Mayor of the city, Deputy Party Secretary of Zhejiang Province, Party Secretary of the Ningbo Municipal Committee, Deputy Party Secretary of Liaoning Province, Acting Governor, Governor, Minister of the Ministry of Justice, and Chairman of the Chinese People’s Political Consultative Conference in Jiangxi Province.

So, who were the central leaders who promoted and used Tang Yijun?

According to Radio Free Asia column writer Gao Xinkaocai, it was Zhao Leji, who successively served as a member of the Political Bureau of the CPC Central Committee, Minister of the Central Organization Department, Secretary of the Central Commission for Discipline Inspection, member of the Political Bureau of the CPC Central Committee, and Chairman of the National People’s Congress.

The promotion of Tang Yijun by Zhao Leji was due to Liu Feng, former Deputy Secretary of the Zhejiang Provincial CPC Committee and Chairman of the Provincial Chinese People’s Political Consultative Conference. Tang Yijun had served as Liu Feng’s secretary.

Previously, Liu Feng had long worked in Qinghai and had a close relationship with Zhao Ximin, the father of Zhao Leji. After Zhao Ximin was transferred back to Shaanxi, the whole family moved to Xi’an except for Zhao Leji, who Liu Feng looked after.

Liu Feng had served as the Secretary to the Provincial CPC Committee and later as the Deputy Director of the Office of the Provincial CPC Committee, Deputy Party Secretary and Mayor of Xining, and Chairman of the Provincial Chinese People’s Political Consultative Conference. Zhao Leji studied at Peking University while he was promoted in the Qinghai Provincial Commercial Department, all due to Liu Feng’s care.

After Liu Feng was transferred to Deputy Secretary of the Zhejiang Provincial CPC Committee, Tang Yijun served as his dedicated secretary for six years from 1991 to 1997.

An essential step in the promotion of Tang Yijun was when he was appointed Acting Mayor of Ningbo, Zhejiang Province in 2016. At that time, Liu Feng sought the help of Zhao Leji, who was Minister of the Central Organization Department. With Zhao Leji’s strong support, Tang Yijun rose to higher positions.

Subsequently, under Zhao Leji’s patronage, Tang Yijun’s career flourished, and within four years, he advanced from Acting Mayor of Ningbo to Minister of the Ministry of Justice.

One reason why Zhao Leji promoted Tang Yijun was Liu Feng, who played a crucial role. Notably, from 2012 to 2017, Xi Jinping emphasized that corruption was the party’s most significant threat, and an “anti-corruption campaign is the most thorough self-revolution” to “continue to intensify anti-corruption efforts, uproot the soil and conditions fostering corruption.”

Corruption poses the most significant threat to the CPC. So, what is the biggest corruption within the CPC?

Xi Jinping once stated, “Official corruption is the most massive corruption… To govern the party strictly, we must start with officiating strictly, seize the key point of managing power and enforcing official discipline, and rigorously investigate and deal with corruption in personnel decisions.”

Since official corruption is the most massive corruption, governing the party strictly must begin with officiating strictly and cracking down on corrupt personnel decisions. Following this logic, eradicating corruption is a thorough self-revolution that should primarily address “rigorous investigation and handling of corrupt personnel decisions.”

Tang Yijun engaged in corruption throughout his career path, being promoted and misusing power. Should the central leadership who promoted and used him, a serious corrupter, be subjected to “rigorous investigation”?

Surprisingly, there have been no such actions taken against the likes of Zhao Leji, who promoted Tang Yijun, even after Tang Yijun’s serious corruption came to light.

After years of Xi Jinping’s anti-corruption efforts, which saw numerous high-ranking officials investigated and dealt with, it becomes evident that there seems to be a recurring cycle. Significant corrupt individuals are brought down, only to have others rise in their place. This pattern continues, perpetuating a vicious cycle of corruption.

Because the central leadership who promoted and used seriously corrupt individuals do not bear any party discipline or legal responsibility.

This kind of anti-corruption approach can only result in an endless cycle, and the day the CPC disintegrates will be the day it ends.
