The Prime Minister of Thailand, Peetongtan, visited Beijing from February 5th to 8th. In response, Bangkok announced a power and internet outage along the Thai-Myanmar border during the visit to crack down on telecom fraud groups. The ripple effects caused by the previous incident of Chinese actor Wang Xing being “sold as a piglet” to the Myanmar Myawaddy Telecom Fraud Park and subsequently rescued have come to a conclusion. An informant who has personally been to Myawaddy and understands the situation revealed to Epoch Times the evolution of telecom fraud and pointed out that due to historical reasons, the Chinese Communist Party (CCP) originally served as the ultimate backstage of these telecom fraud parks.
According to Xinhua News Agency, on the morning of February 6th, CCP leader Xi Jinping met with Thai Prime Minister Peetongtan in Beijing. Peetongtan’s visit was interpreted as a result of the negative impact of the Wang Xing incident on Chinese tourists traveling to Thailand.
An informant, Mr. Li, revealed in an interview with Epoch Times that Wang Xing’s release was not actually a rescue by Thai police or the Chinese consulate. Instead, it was the result of a phone call made by the boss of the Dongmei Park, Yinkaizhu, to the person in charge of the Dongmei Park. Wang Xing was then ferried across the river, not through the Dongmei Park but from the dock at the KK Park, and handed over to the Thai authorities.
The boss of the Dongmei Group, Yinkaizhu (Yin Guoju), is alleged to be one of the masterminds behind the telecom fraud group in northern Myanmar, and through support of the CCP’s “Belt and Road” initiative, he serves the CCP, thus receiving backing from the CCP government.
KK Park involves another stakeholder in the CCP’s “Belt and Road” project, Duan Zhengli.
In 2019, the CCP’s official media, Global Times, published an article titled “Listening to Chinese Entrepreneurs Tell the Story of ‘Belt and Road’: Jointly Building Special Economic Zones in Myanmar’s Uncultivated Land,” which positively reported on Duan Zhengli, one of the founders of KK Park, as one of the Myawaddy telecom fraud parks, has now been deleted.
Thai media reported that Liu Zhongyi, Deputy Minister of Public Security of the CCP, met with Thai officials in Bangkok on January 27th and stated that there were 36 large telecom fraud groups operated by Chinese nationals in Myawaddy, employing over 100,000 people in fraudulent activities. Liu Zhongyi also mentioned that She Zhijiang, who is currently detained in Bangkok, is the number one wanted telecom fraud suspect targeted by the CCP government, hoping to extradite him back to China for trial.
She Zhijiang is the founder of the “Asia-Pacific International Smart Industry New City” (referred to as “Asia-Pacific New City”), another “Belt and Road” project near the KK Park. He was arrested in Bangkok in August 2022 by the Thai government, and while in prison, he recorded a video stating that he was a former CCP State Security Department employee, falsely framed and persecuted by the CCP, and declared that he would never commit suicide.
Mr. Li, the informant who has been to Myawaddy, emphasized in an interview that, to his knowledge, the Asia-Pacific New City, while involving gambling, is not engaged in telecom fraud. The Asia-Pacific Group mainly operates casinos, as well as numerous privately operated adult entertainment venues, livestock and agriculture, construction companies, large shopping malls, luxury hotels, and a plethora of money laundering activities around.
“Every part of the Asia-Pacific, I’ve seen it. There are no barbed wires, no restricted areas. Perhaps the money earned includes fraud; the fraudsters earn money, spend it there, indulge in prostitution, gambling, and money laundering.”
Mr. Li said that She Zhijiang has turned over in prison because now he’s been given the label of a fake philanthropist, a fraudster, a big shot, and everyone has pinned these hats on him, breaking the net around him. He began to disclose the names and specific strategic intelligence of the State Security Department, including accepting interviews from Peninsula TV. The incident involving the Filipino-Chinese mayor Guo Huaping is also related to him, and the information is very accurate. The CCP wants to extradite She Zhijiang back to China, but She Zhijiang seems to be prepared.
In his disclosure, Mr. Li talks about the history of telecom fraud and the symbiotic relationship with the CCP through the “Belt and Road”, involving a scheme by the CCP to promote overseas colonization and become a network of interests with descendants of CCP’s red nobility and high-ranking officials behind the scenes.
Mr. Li said that online fraud was not first carried out by mainland Chinese, nor was the “Belt and Road” initially intended for fraud. It started with a few Taiwanese engaging in online fraud, but when the Taiwan government discovered their criminal activities, they fled to Fujian. In Fujian, where there was signal access from Taiwan, they started conducting fraud. Later, some people in Fujian learned the trick and began engaging in online scams. The initial scammers were “purely scammers, and fraud is fraud”. Later, those who established fraud parks were feared because they were called “gangsters”.
Rumors of “gangsters,” also known as “kidney harvesters,” have long been circulated with different versions, some referring to luring victims, anesthetizing them, extracting a kidney, leaving only bloodstains and a freshly sutured wound on the victim.
Mr. Li said, “If they deceive you, control your personal freedom, and make you a slave, those initial telecom fraud groups would make you voluntarily help them defraud money, take commissions, and your job is to defraud.” Later on, those fraud parks evolved into human trafficking, restricting personal freedom, and even subjecting victims to physical punishment. “Chinese people are slaves of the Chinese (CCP) government, and when you go to a fraud park, you become a slave of the fraud park owner.”
Mr. Li said that when he was imprisoned in a Thai immigration jail, he encountered many people engaged in telecom fraud, hundreds and thousands of them, some of whom were actually voluntary Chinese nationals who wanted to earn money because they could not survive back home. Due to poor economic conditions, they had no jobs, and some were voluntary because they wanted to earn money. “Many people can’t eat, can’t marry, can’t build a house. They want to struggle a bit and voluntarily go out.”
Therefore, he believed that these people going out are related to Xi Jinping. “If it weren’t for Xi Jinping’s counterproductive actions, extravagant spending, and the introduction of the Belt and Road, these many fraud parks wouldn’t have been created. They are following this, and the facts and logic are laid out here.”
Mr. Li said that the telecom fraud park increased the “rules of the game” of online fraud, causing fear among people. The reason for the upgrade is closely related to the “Belt and Road”.
He explained that the CCP’s intention behind the “Belt and Road” was openly stated as excess manufacturing capacity being exported abroad for foreign exchange, with China’s infrastructure being overabundant, with excessive steel, cement, and companies related to construction such as China Railway and China Construction, all needing to earn money abroad as aid for the Belt and Road. However, in reality, the “Belt and Road” is mainly targeted at countries in need of assistance. It aims to colonize these areas, and since it intends to colonize these places, it requires people to go there, hence by allowing the Chinese to occupy those areas with this purpose in mind.
Mr. Li said many impoverished people’s children who followed the “Belt and Road” out also seek investments, as they cannot survive back home and cannot make money domestically. When they go abroad, they start off with gray production, which does not earn money, and then evolves into black production. In the tough times now, they have started to abduct people, which has led to the escalation of the Wang Xing incident.
Mr. Li pointed out that the CCP’s “Belt and Road” initiative was originally intended to acquire colonies, with the aim of turning the Asia-Pacific City into a pivotal point encompassing the Indian Ocean and the Pacific Plate as part of the Asian Highway Plan, where future goods and materials would pass through this area. China’s desired materials would also be transferred through the Asia-Pacific City, which would serve as a transit point for the entire Asia-Pacific plan, intended as a colonization site.
Regarding Duan Zhengli, Mr. Li said he is the ultimate backstage of the Myanmar telecom fraud park, taking protection money. He has a security company in Yangon with armed subordinates.
“He is not only related to KK Park; there are many others. In Myanmar, if you want to open a park for something, you have to look for Master Duan. If you come, you must specifically arrange a military officer’s card in Myanmar. Above him is who? He is directly under Geng Zhiyuan; Geng Zhiyuan is the son of former Vice Premier Geng Biao, Geng Biao, whom Xi Jinping served as a secretary to.”
Public records show that Geng Zhiyuan served as Vice President and President of the China-Myanmar Friendship Association from 2011 to 2016. He has been the Honorary Vice Chairman of the Inner Mongolia Yun Shubi Public Welfare Foundation since 2018. On November 24, 2024, China Carbon Neutral (01372.HK) announced that Geng Zhiyuan had been appointed as a Non-Executive Director, Honorary Chairman, and Chairman of the Nomination Committee.
The relationship between Geng Zhiyuan and Duan Zhengli cannot be verified at present.
Mr. Li said that in the CCP’s “Belt and Road” projects, those who are actually in charge are mostly the red nobility, and those who are truly in charge in the State Security are also the red nobility, and the red grandsons.
It was said that as the deputy general manager of the Asia-Pacific Group, Madongli is also a red nobility, and he is part of the CCP State Security system. Madongli visited the prison this summer to persuade She Zhijiang to cooperate with the CCP and “voluntarily” return to China, but She refused.
