Subsidies for Winter Heating Costs Now Available for Application through HEAP, with a Maximum of 996 Yuan per Household

As the harsh winter approaches, the “Home Energy Assistance Program” (HEAP) in New York State is now open for applications to help low-income families and the elderly alleviate the burden of heating costs. Eligible households can receive up to a maximum subsidy of $996. Governor Hochu of New York State called on eligible families to apply as soon as possible on November 12.

Hochu stated that last winter, over $397 million in HEAP benefits were distributed to 1.7 million households across the state. With new funds available this winter and an increase in income thresholds and subsidy amounts, she urged all eligible New York residents to apply promptly.

This federally funded HEAP program assists low-to-moderate income families, individuals aged 60 and above, and permanently disabled residents in reducing heating costs. Each eligible household can receive up to $996 in heating assistance. Both homeowners and tenants who qualify can receive HEAP benefits, with the specific amount depending on income levels, household size, and the type of heating system used. A family of four with a monthly total income not exceeding $6,390 or an annual total income not exceeding $76,681 is eligible to apply.

Eligible households can receive one regular HEAP benefit per winter season, with the possibility of applying for up to two emergency HEAP benefits in cases of heating emergencies. The HEAP benefits are now open for application, while emergency HEAP benefits will be available for application starting on January 2 next year. To apply for HEAP benefits, applicants should prepare proof of residency, the most recent pay stubs for all household members, and photo identification for each household member.

Application methods:

1. Online: Residents of New York City should apply on the access.nyc.gov website, while residents outside New York City should use myBenefits.ny.gov for application.

2. In-person: Submit applications directly to the local HEAP contact office where you reside. To find the contact office’s address, visit https://otda.ny.gov/programs/heap/contacts/.

3. By mail: Download and print the HEAP application form online (https://tinyurl.com/585d5cw2), or request a copy from the local HEAP contact office. Once the application is completed, residents outside New York City should submit or mail it to the local HEAP contact office, while New York City residents should mail it to: NYC DSS/HRA/HEAP, PO Box 1401, Church Street Station, New York, NY 10008.

To apply for emergency HEAP benefits, residents in both New York City and outside should submit the application to their local HEAP contact office.
