Shanghai Municipal Party Committee Member Zhu Zhisong, with military industrial background, placed under investigation.

Former Shanghai Municipal Committee member and former Secretary of Pudong New Area, Zhu Zhisong, who comes from a military-industrial background of the Chinese Communist Party, has been expelled from the Party and dismissed from his public office due to serious violations of discipline and law.

According to a June 10th report on the website of the Central Commission for Discipline Inspection of the CCP, Zhu Zhisong has been found to have long accepted extravagant banquets, sought benefits for others in employment, used his authority to benefit relatives, accepted gifts, reduced the price of state-owned land use rights without authorization, intervened in and interfered with project contracting, profited in project contracting and business operations through abusing his power, and illegally accepted large sums of money.

The report states that Zhu Zhisong’s actions constitute serious violations of duty and possible bribery crimes, resulting in his expulsion from the Party and dismissal from his public position. His qualifications as a representative at the 20th National Congress, the 12th Party Congress of Shanghai, and the 5th Party Congress of Pudong New Area in Shanghai have also been revoked. The suspected criminal issues have been transferred to the procuratorial organs for review and prosecution.

Aged 56, Zhu Zhisong joined the Shanghai Aerospace Bureau in 1989 (also known as the Shanghai Aerospace Technology Research Institute, the Eighth Research Institute of China Aerospace Science and Technology Corporation), where he worked in military product research and production for 25 years, rising from a regular technician to the director of the Shanghai Aerospace Bureau. In 2014, Zhu Zhisong left the aerospace military system and entered the work of the Shanghai Municipal Committee, holding positions such as Deputy Minister of the Propaganda Department of the Shanghai Municipal Committee, Secretary of Minhang District Committee, and Deputy Secretary-General of the Shanghai Municipal Government.

In January 2021, Zhu Zhisong was promoted to a standing member of the Shanghai Municipal Committee of the CCP. In August of the same year, he became the Secretary of Pudong New Area until his downfall in November 2024. He became the first Secretary to fall from grace in Pudong New Area in the 32 years since its establishment. Additionally, he is the second “tiger” to fall in Shanghai since the 20th National Congress of the CCP following Dong Yunhu, Chairman of the Standing Committee of the Shanghai Municipal People’s Congress, and the fourth candidate member of the Central Committee of the 20th National Congress to be brought down.
