Registration for “Family Care” Program must be completed before March 28, Hwackae Society approved as coordinating body.

“Consumer-Directed Personal Assistance Program” (CDPAP), also known as the “Family Care” program, has been implemented in New York State, leading to the emergence of around 800 home care companies (Financial Intermediaries, FIs). According to the 2024 New York State appropriation act, starting from April 1, 2025, these 800 nursing companies will fall under a financial management company called PPL. This company will then oversee the distribution of $7 billion in compensation and manage the CDPAP program.

In January, New York State announced that existing program participants need to re-register with “Public Partnerships, LLC” (PPL) as part of the transition process to ensure continued benefits. Around 300,000 New Yorkers have benefited from CDPAP so far, especially older adults and individuals with disabilities. Patients with Medicaid can directly choose their caregivers, including hiring non-spousal and non-parent relatives as personal care assistants.

On February 21, the Asian American Community Empowerment (CPC) hosted a press conference stating that their CPC Consumer Directed program has been recognized as a coordinating organization by the New York State Department of Health. They have signed a subcontracting agreement with PPL to assist all current consumers and their personal assistants in transitioning to PPL, ensuring continuity of care services while continuing to serve as their coordinating organization. During this period, new consumers and their personal assistants can choose CPC Consumer Directed as their coordinating organization.

Under New York State regulations, existing consumers are required to transition to PPL from now until March 28, 2025, to ensure continued benefits on April 1.

John Sullivan, Chief Operating Officer of the Chinese-American Planning Council Home Attendant Program (CPCHAP), mentioned that their organization has been providing personalized, multilingual CDPAP services for over 20 years, expressing their delight at being selected by PPL as a CDPAP coordinating organization. He reassured their commitment to ensuring New Yorkers receive high-quality home care services. Their dedicated team is working hard to ensure uninterrupted quality services for consumers while successfully transitioning their personal assistants to PPL for continued employment.

Wayne Ho, President and CEO of CPC, stated that as one of the approved CDPAP coordinating organizations, CPC Consumer Directed will continue to ensure that consumers and personal assistants receive culturally and linguistically appropriate quality services.

He also emphasized that despite PPL being the statewide financial intermediary responsible for hiring personal assistants and managing $7 billion in compensation, CPC will continue to advocate for fair compensation for home care workers and the termination of the 24-hour work system, advocating for the dignity and respect home care workers deserve.

CPC has set up three locations for online processing assistance, with two addresses in Manhattan at 1 York Street and 150 Elizabeth Street.
