In a report from Epoch Times on November 4, 2024, the case of Jiangxi female official Li Peixia reporting her superior Mao Qi for sexual assault and retaliation earlier this summer has garnered widespread attention. The latest news reveals that Mao Qi has been expelled from the Communist Party and handed over to the judicial authorities.
On November 3, the Jiangxi Provincial Commission for Discipline Inspection and Supervision Commission of the Communist Party of China announced on its website that Mao Qi engaged in double-dealing and hypocrisy. He accepted banquets and travel arrangements that could potentially affect the fair execution of public duties; violated regulations in personnel matters to seek benefits for others; engaged in power-for-money exchanges, illicitly received gifts and money; had inappropriate relationships with others; engaged in corrupt transactions involving power and money, and illegally accepted a large amount of property.
The official organ of the Communist Party of Shandong Province, the People’s Daily of Shandong Provincial Party Committee, stated that apart from the publicly reported allegations of sexually assaulting a female subordinate, the announcement did not mention any transactions involving power and sex. However, it did mention Mao Qi’s involvement in power-for-money exchanges. In previous reports by the disciplinary and supervisory departments, power-and-money exchanges and power-and-sex transactions were more common, while power-for-power transactions were rarely mentioned.
According to the report, Mao Qi has been expelled from the Party, stripped of public office, and disqualified as a delegate to the 15th Party Congress of Jiangxi Province, the 5th Party Congress of Shangrao City, and the 14th Party Congress of Wannian County, and has been referred to the judiciary.
On July 25 of this year, a retired teacher named Li Changliu publicly accused Mao Qi of sexually assaulting his daughter, Li Peixia, who is the Secretary of the Party Committee of Shangrao Village, Wannian County, and stated that Li Peixia intended to report Mao Qi due to a dispute and wanted to report him.
Li Changliu said in a video that on May 23, his daughter Li Peixia had expressed her intention to report Mao to the provincial authorities, but three days later, she was taken away by the Wannian County Commission for Discipline Inspection and Supervision and could not speak out.
Li Changliu revealed on Weibo, “Before Li Peixia was taken away, Mao Qi directly told her: ‘This time, even if you don’t die, you will lose face!'”
He also mentioned that after the Jiangxi Provincial Commission for Discipline Inspection announced the investigation into Mao Qi, some people still told him, “Netizens don’t care whether Li Peixia is innocent. Just bring Li Peixia down, smear her, and shift all the blame onto her, and the netizens will be satisfied.”
On August 18, the official announcement from the Shangrao City government in Jiangxi Province stated that Li Peixia was also expelled from the Party and referred to the judiciary.
According to information from Baidu Baike, Mao Qi was born in March 1982 in Shangrao, Jiangxi. He began working in 2003 and joined the Communist Party in 2000, holding positions such as the Secretary of the Wannian County Committee in Jiangxi. This year, authorities announced that Mao Qi was under investigation for “serious violations of discipline and law.” Li Peixia was born in May 1983 in Shangrao, Jiangxi. She started working in 2001 and joined the Communist Party in 2003, serving in roles such as the Secretary of the Party Committee of the Shangrao Village in Wannian County.
