Massive corruption: Former Secretary of Political and Legal Affairs Committee in Qinghai Province Yang Fasen expelled

On March 3rd, the official briefing from the Chinese Communist Party revealed that Yang Fasen, former standing committee member of the Qinghai Provincial Committee and former secretary of the Political and Legal Affairs Committee, has been placed under investigation for disciplinary violations.

According to the briefing, Yang Fasen failed to truthfully explain issues, sought personal gain and accepted bribes in cadre selection and appointment, engaged in corrupt practices, abused his power to benefit others in project contracting and business operations, and illegally received substantial amounts of money.

Yang Fasen’s qualification as a delegate to the 20th National Congress of the Communist Party of China has been terminated, and the suspected criminal issues have been referred to the judiciary for review and prosecution.

Yang Fasen still holds the position of alternate member of the 20th Central Committee of the Communist Party of China.

On October 14th of last year, Yang Fasen voluntarily surrendered himself and is currently under investigation.

At the age of 54, Yang Fasen, a native of Gansu, has held various positions in the Aksu region of Xinjiang Uygur Autonomous Region, serving as a standing committee member and deputy mayor of Aksu City, deputy secretary of the Aksu City Committee, party secretary of Baicheng County, member of the Aksu Regional Committee, and party secretary of Kuche County.

In December 2016, Yang Fasen was promoted to deputy secretary of the Hotan Prefectural Committee and secretary of the Political and Legal Affairs Committee. In 2018, he became the secretary of the Hotan Prefectural Committee. In March 2021, he was promoted by the then Xinjiang Party Secretary Chen Quanguo to deputy chair of the Xinjiang Uygur Autonomous Region Government (vice-ministerial level), and half a year later, he became a standing committee member of the Party Committee, concurrently serving as secretary of Urumqi.

In October 2022, he became an alternate member of the 20th Central Committee of the Communist Party of China.

In May 2023, Yang Fasen was transferred to the Qinghai Provincial Committee as a standing committee member and secretary of the Political and Legal Affairs Committee.

The last public appearance of Yang Fasen was on July 12th last year when the 14th Qinghai Provincial Committee held its sixth plenary session in Xining. Footage from “Qinghai News Broadcast” showed Yang Fasen wearing a dark suit seated on the podium with other standing committee members of the provincial committee. Since then, Yang Fasen has not been seen in public for several months.

Yang Fasen is the 47th central governing cadre publicly announced for investigation and review last year.
