Former Xiangzhou District Chief Liu Qiying in Zhuhai City, Guangdong Province was removed from his position last December due to an off-road vehicle hitting a person in the district. According to official reports, he was recently dismissed from his role as a Guangdong People’s Congress representative.

It has been two months since the off-road vehicle incident in Zhuhai City occurred. The Standing Committee of the Guangdong Provincial People’s Congress announced on January 12 that Liu Qiying was removed from his position as a representative of the 14th Provincial People’s Congress. In addition, Huang Zhihao, who had already resigned as the mayor of Zhuhai City, also stepped down from his role as a People’s Congress representative.

Liu Qiying, 56 years old this year, had previously served as the Director of the Zhuhai Municipal Bureau of Commerce and other positions. In October 2015, he was appointed as the Deputy Secretary of the Xiangzhou District Committee of Zhuhai City and was nominated as a candidate for Xiangzhou District Chief, eventually winning the position.

On November 11 last year, the off-road vehicle collision incident occurred at the Zhuhai Sports Center, resulting in at least 35 deaths and 43 serious injuries. Forty-six days after the incident, the 62-year-old perpetrator, Fan Weiqiu, was sentenced to death on December 27.

In addition to this, there have been intensive personnel adjustments among local party and government leaders.

On December 8, Huang Zhihao, the mayor of Zhuhai City, along with Deputy Mayor and Director of the Public Security Bureau Xie Rensi, resigned. Xiangzhou District Chief Liu Qiying and Deputy District Chief Fu Hui also stepped down from their positions.
