The mayor of Kunming City, Yunnan Province, Liu Jiachen, is under investigation during his tenure. Last April, his predecessor, Wang Xiliang, was ousted.
According to the Central Commission for Discipline Inspection of Yunnan Province, on January 21st, Liu Jiachen, the deputy secretary of the Kunming Municipal Committee and mayor of Kunming City, is suspected of serious violations of discipline and law, and is currently undergoing disciplinary review and supervision investigation.
Public records show that Liu Jiachen was born in March 1972 in Fengnan, Hebei Province.
In 1995, Liu Jiachen graduated with a bachelor’s degree in Process Automation and Automatic Testing from the Department of Automation at Tsinghua University. He later pursued a master’s degree in Reactor Engineering and Reactor Safety from the Institute of Nuclear Energy Technology at Tsinghua University. In 1998, he went to the United States and studied for a master’s and doctoral degree in Industrial Engineering at Rutgers, the State University of New Jersey, and subsequently worked as a software engineer at Honeywell in the United States.
In 2003, Liu Jiachen returned to China and served as the deputy director of the Dalian Information Industry Bureau. In 2005, he was appointed as the Secretary of the Communist Youth League of Liaoning Province Dalian Municipal Committee, in 2007 he became the district head of Zhongshan District of Dalian, and in 2009 he was transferred to the Deputy Minister of the United Front Work Department of the Communist Youth League Central Committee, later promoted to Minister.
In March 2016, Liu Jiachen was transferred to Yunnan and successively served as the deputy secretary of the Lijiang Municipal Committee (at the department level), Minister of the United Front Work Department, Minister of the Propaganda Department, and later held positions as the director of the Yunnan Provincial Department of Land and Resources and the director of the Department of Natural Resources.
At the end of 2020, Liu Jiachen became the “top leader” of the Kunming City government. During his tenure, he also served as the deputy secretary of the Party Working Committee and director of the Management Committee of the Yunnan Dianzhong New Area. In February of the following year, he was officially appointed as the mayor of Kunming City, a position he held until the current investigation.
Recently, Liu Jiachen has made several public appearances, attending the 15th People’s Congress of Kunming City and chairing the 39th executive meeting of the Kunming City Government held on January 15.
It is noteworthy that on April 29th last year, Liu Jiachen’s predecessor, Wang Xiliang, was announced to be under investigation.
