A recent investigation conducted by the British Parliament has revealed that the Chinese Communist Party (CCP) has been bribing and manipulating United Nations officials to suppress and bully Taiwan internationally. The CCP has also been accused of stealing the personal privacy of citizens from various countries, including British citizens, and engaging in transnational repression of overseas dissidents.
During a hearing held by the Foreign Affairs Committee of the British House of Commons on Tuesday, whistleblower and former employee of the Office of the United Nations High Commissioner for Human Rights (OHCHR), Emma Reilly, alleged that the OHCHR is providing “dangerous benefits” to the Chinese authorities.
This hearing marked the first evidence hearing of the Foreign Affairs Committee’s investigation into international relations within multilateral systems, focusing specifically on the “core” multilateral organization—the United Nations.
Reilly accused the CCP of “imposing secret conditions on various UN agencies, stipulating that the provided funds should not be used for countries that have diplomatic relations with Taiwan.”
Her written evidence also included allegations that “a French national in charge of the OHCHR Human Rights Council secretly provided advance information to the Chinese authorities about which human rights activists planned to attend the Human Rights Council.”
The report stated that “UN officials at various levels deliberately lied to member states, including the British delegation, citing policy reasons, and provided the names of citizens from various countries including British citizens and residents to the Chinese authorities without the knowledge or consent of the member states.”
Reilly’s testimony revealed that the UN Secretariat had provided a list of overseas dissidents to the Chinese authorities in advance. These dissidents disclosed that their families had been threatened by Chinese police, instructed to stop their activities abroad; during UN meetings, their families were arbitrarily arrested, detained, disappeared, unjustly sentenced to long prison terms, and subjected to torture, while the families of Uighur dissidents were imprisoned in concentration camps.
She testified, “In some cases, their (dissidents’) family members died during detention. In at least one case, a person who was on the Chinese authorities’ list only attended an outdoor event once and later returned to China, where they died during detention.”
Furthermore, “In at least one case, the Chinese authorities issued an Interpol red notice for a representative of a non-governmental organization (overseas dissident).”
Reilly mentioned the perspective of the UN Secretary-General Guterres on her case, where the Secretary-General believed that any solution was “challenging.”
Evidence presented at the hearing also included allegations against the World Health Organization (WHO) and the United Nations Environment Programme (UNEP), stating that “reports on the origin of COVID-19 were edited by WHO and UNEP to reduce mention of the possibility of the virus leaking from the (Chinese Wuhan) laboratory.”
The Foreign, Commonwealth & Development Office (FCDO) of the UK also provided evidence.
The FCDO’s evidence stated that the CCP is working to “shape the multilateral system to align more with a nation-centric authoritarian worldview.” Regarding Russia, the FCDO described Russia as “playing a major disruptive role throughout the multilateral system,” while “Iran uses its position within the International Atomic Energy Agency (IAEA) to undermine and oppose compliance with its legal obligations and frequently engages in multilateral elections.”
Additionally, organizations such as The Committee for Freedom in Hong Kong Foundation (CFHK), China Strategic Risks Institute (CSRI), GAVI, The Vaccine Alliance, Hong Kong Watch, The Foreign Policy Centre, Council on Geostrategy, as well as individual experts and scholars like Bill Browder, the recipient of the Lantos Human Rights Prize and founder of the Global Magnitsky Movement, submitted evidence.
