Henan Ruzhou City CDC Director Zhang Xinkuan has left his position. This matter is related to the collective dismissal of 41 publicly recruited personnel at the center in August 2024.
According to a report by Xiaoxiang Morning News on February 26, currently, the director of Ruzhou City CDC is Du Zhanying, who previously served as a member of the Ruzhou City Health and Health Committee and a second-level department head.
In August 2024, the Ruzhou City CDC dismissed 41 career personnel recruited publicly, sparking public concern.
These 41 candidates had passed a written test, interview, physical examination, and inspection, and started working at the Ruzhou City CDC in February last year. However, after more than 4 months of employment, they received an oral notification from the unit’s leadership that the “examination is invalidated, and they are requested to voluntarily resign.”
According to the subsequent briefing by the Ruzhou City Health and Health Committee, during the public recruitment process in the Ruzhou CDC, there were issues such as the recruitment plan not being approved by the superior department, setting up restrictive and specific qualification conditions, rendering the recruitment plan invalid and the results nullified.
According to this briefing, in August 2022, the Ruzhou Talent Exchange Center initiated the public recruitment of CDC staff.
This recruitment mentioned two “relaxations”: requiring those born after January 1, 1987, to be under 35 years old (Master’s and Ph.D. students and those who have participated in front-line epidemic prevention and control in Ruzhou City and have more than five years of working experience in county-level disease prevention and control agencies can be relaxed to 40 years old); requiring a degree of college or above, and the major studied should be the same as or similar to the position to be recruited, and professionals who have participated in front-line epidemic prevention and have more than five years of working experience in county-level disease prevention and control agencies can be appropriately relaxed.
From February 1 to 7, 2024, the Ruzhou Talent Exchange Center announced the intended employment of 41 people, and the relevant departments successively received reports reflecting irregularities and violations in the recruitment process.
According to a report by the Beijing News, a person in charge of the Ruzhou City CDC stated after the incident that there was a situation of “internal care” in the recruitment conditions. He said, “If the conditions for recruitment had not been relaxed, such as participation in epidemic prevention and control in Ruzhou City, working in the county-level disease control department for 5 years, having a college degree or above, having a similar major in preventive medicine, etc., some people would not even have had the opportunity to take the exam.”
Investigations found that there were problems during the recruitment process, such as recruiting plans not being approved by the superior department and setting up restrictive examination conditions. Former Ruzhou City CDC Director Zhang Xinkuan was suspended from his position due to this incident.
