Guo Ping accuses doctor and police of committing crimes by administering rapid blood pressure-lowering medication.

Recently, the Shanghai Changning police detained Gu Guoping, a retired teacher from Shanghai University who went to Beijing for petitioning, and ordered doctors at Changning Central Hospital to use rapid blood pressure-lowering medication during his examination to lower his blood pressure from 226mmHg to 186mmHg to meet the detention standard. Gu Guoping stated that rapid blood pressure-lowering drugs can easily lead to risks of heart attack and stroke, and are strictly prohibited. The police and doctors at the central hospital are suspected of deliberate homicide.

Gu Guoping announced that he will sue the doctors at the central hospital and demand strict investigation and punishment of Ma Jijun, the deputy director of Zhoujiaqiao Police Station in Changning District. He said, “The police ordered the doctors to forcefully use IV drips to rapidly lower my blood pressure to below 200mmHg, which is a blatant disregard for human life. This behavior violates the framework and bottom line of human laws, morals, humanity, and conscience. They don’t even have the qualifications to be human beings and the relevant authorities must investigate and take action.”

On March 19, Gu Guoping was stopped by the police on bus route 14 in Beijing for identification check, and later handed over to Shanghai’s Beijing Office for repatriation. Upon his return to Shanghai on March 21, he was taken to Zhoujiaqiao Police Station in Changning District for detention. Before the detention, he underwent a check-up at Changning Central Hospital where his blood pressure was alarmingly high at 226mmHg. The deputy director of the police station ordered the doctors to use rapid blood pressure-lowering medication to bring it down to below 200mmHg, the standard for criminal detention. After 30 minutes of IV infusion, his blood pressure dropped to 186mmHg, causing extreme discomfort and symptoms like nausea and vomiting, almost leading to fainting.

Later on, Gu Guoping requested another blood pressure check and it rose to 212mmHg, but the police concealed this data and forcibly sent him to the detention center. On the night of March 21, he was carried into the detention center by five police officers, fell from a stool, injuring his waist. He spent three days lying in the cell and was released on March 24 without being issued a detention certificate.

According to petitioners, Yu Zhonghuan, “Gu Guoping’s current health condition is very poor. The doctors at Shanghai Changning Central Hospital, in order to comply with the unlawful actions of the police to send Gu Guoping to the detention center, knew or should have known that injecting rapid blood pressure-lowering drugs could easily cause risks such as heart attacks, stroke, kidney failure, liver necrosis, arterial aneurysms, which are strictly prohibited in the medical field. The doctors knowingly administered the medication to Gu Guoping, implicating them in deliberate murder.”

“The police’s law enforcement recording equipment, the medical records prescribed by doctors, the pharmacy’s medication dispensing records, and the financial payment receipts can all prove that the police and doctors colluded in the persecution of Gu Guoping,” he said.

Yu Zhonghuan also mentioned, “Since 2019, Zhoujiaqiao Police Station in Changning has used these rapid blood pressure-lowering methods on Gu Guoping four times, Gu Guoping’s life was at stake, otherwise he would have met Yama Kings long ago.”

Gu Guoping stated, “The intention of Ma Jijun, the deputy director of Zhoujiaqiao Police Station in Changning, this time is an attempt to murder, he doesn’t even have the qualifications to be a human being, how can he be a police officer? If such incompetent people are allowed to lead as the station director, it will inevitably harm the people in the area. Therefore, I strongly demand that the superior disciplinary and supervisory authorities investigate and deal with this harshly.”

On March 19, along with Gu Guoping, petitioners Wang Huifang, Meng Qinbo, and others were also arrested on bus route 14 in Beijing. They were also detained and have not yet been released.
