According to the latest news, former vice governor of Gansu Province, Yang Zixing, has been arrested. Just one day earlier, he was reported for violations. Seven years ago, Yang Zixing, while serving as the vice governor of Gansu, was given a serious warning within the Chinese Communist Party by the authorities.
Reported by Justice Web on December 27th, it was revealed by the Supreme People’s Procuratorate that Yang Zixing, former member of the Gansu Provincial Government Party Committee and vice governor, is suspected of bribery and using his influence to accept bribes, and has been referred to the judicial authorities for prosecution review. Recently, the Supreme People’s Procuratorate made the decision to arrest Yang Zixing on charges of bribery and using influence for bribery.
Public records show that Yang Zixing was born in October 1959, joined the Chinese Communist Party in August 1984, and started working in March 1976.
Yang Zixing has had a long career in Gansu Province, having held positions such as deputy director (deputy commander) of the Poverty Alleviation Office in Gansu Province (Two West Command), party member, member of the Longnan Prefecture Committee, deputy commissioner of the regional administration, and deputy secretary of the Longnan City Committee, among others. In 2005, Yang Zixing became the mayor of Dingxi City, and in 2008, he became the secretary of the Dingxi City Committee. In 2013, he was transferred to become the executive deputy minister of the Organization Department of the Gansu Provincial Party Committee. Yang Zixing served as the vice governor of Gansu Province in 2015 and stepped down in 2018.
In 2017, the Chinese Communist Party’s top leadership issued a notice stating that Yang Zixing, a member of the Gansu Provincial Government Party Committee and vice governor, was responsible for the ecological environment protection work of the Qilian Mountains, failed to exercise strict oversight, resulting in serious violations of certain regulations in the legislation, and had failed to adequately rectify and stop illegal development projects, bearing leadership responsibility for ecological and environmental issues in the protection area, resulting in a serious warning from within the party.
On June 12th of this year, authorities announced that Yang Zixing was under investigation.
On December 12th, authorities reported that Yang Zixing engaged in political connections, resisted investigation, improperly accepted banquets and travel arrangements, used public funds for personal expenses, failed to report relevant personal matters in accordance with regulations, sought benefits for others and accepted bribes in cadre selection and appointment work, engaged in profit-making activities in violation of regulations, interfered in market economic activities, engaged in corrupt practices, used his position to seek benefits for others in project contracting, business operations, and job promotions, and unlawfully accepted huge sums of money.
Yang Zixing has been expelled from the Chinese Communist Party and has had his privileges revoked.
On December 26th, authorities reported seven instances of violations, including Yang Zixing’s acceptance of banquets and travel arrangements, and misuse of public funds for dining and drinks.
The report stated that Yang Zixing had accepted banquets arranged by private entrepreneurs on multiple occasions, consumed high-end liquor, and the related expenses were paid by private entrepreneurs; Yang Zixing and his relatives had been on multiple trips arranged by private entrepreneurs, and the related expenses were paid by private entrepreneurs; in 2023, while traveling, Yang Zixing and his relatives accepted banquets and accommodation arrangements provided by former subordinates, and the related expenses were reimbursed with public funds.
During his 8-year tenure in Dingxi, several of Yang Zixing’s subordinate officials were also implicated. In April 2017, Peng Shuangyan, former vice chairman of the Dingxi Municipal CPPCC, was investigated. Peng Shuangyan had worked in Dingxi for a long time and was appointed as the vice chairman of the municipal CPPCC in November 2011.
In March 2024, Wei Zhirong, former deputy director of the Gansu Provincial Department of Human Resources and Social Affairs, was investigated. Wei Zhirong was appointed as the deputy secretary-general of the Dingxi Municipal Committee in 2006, and later held positions such as member of the Municipal Committee, secretary-general of the Municipal Committee, and executive deputy mayor.
