Former Party Secretary of China Energy Construction Group Ma Zonglin Under Investigation

After more than eight years since stepping down, Ma Zonglin, the former Party Secretary of China Electric Power Construction Group, has been taken down.

On March 19th, according to the Central Commission for Discipline Inspection of the National Supervision Commission stationed at the State-owned Assets Supervision and Administration Commission of the State Council, as well as the Jiangxi Provincial Commission for Discipline Inspection and Supervision, Ma Zonglin, the former Party Secretary and Director of China Electric Power Construction Group Co., Ltd. (referred to as China Power Construction Group), is suspected of serious violations of discipline and laws, currently under investigation.

Public records show that Ma Zonglin, born in November 1957 in Weihai, Shandong Province, has had a long career in the power system.

Ma Zonglin has held various positions throughout his career, including Director of the Cangshan County (now Lanling County) Power Supply Bureau, Deputy Director of the Zaozhuang City Electricity Bureau, Deputy Director of the Tai’an City Electricity Bureau, Director of the Zibo City Electricity Bureau, Director of the Development Planning Department of Shandong Electric Power Group Company, and Director of the Shandong Electric Power Training Center, as well as General Manager of Fujian Provincial Electric Power Co., Ltd.

In March 2014, Ma Zonglin was appointed as the Party Secretary and Director of China Electric Power Construction Group Co., Ltd. until stepping down in December 2016.

In August 2020, the Publicity Department of the State-owned Assets Supervision and Administration Commission of the State Council issued a personnel adjustment notice, removing Ma Zonglin from his position as an external director of a central enterprise.

Since leaving China Electric Power Construction Group, Ma Zonglin has also served as an external director of China Weapon Equipment Group Co., Ltd., as well as a non-executive director of China Railway Construction Corporation. In October 2024, he was appointed as an external director of China Three Gorges Group Co., Ltd.

China Electric Power Construction Group Co., Ltd. was approved by the State Council of the People’s Republic of China to restructure and merge into a comprehensive large-scale central enterprise with multinational operations in September 2011, based on the original China Water Conservancy and Hydropower Construction Group Company, China Hydropower Engineering Consulting Group Company, State Grid Corporation of China, and China Southern Power Grid Co., Ltd. across 14 provinces, regions, and cities.
