In the news from Epoch Times on February 26, 2025, after 8 months since the first trial opened, Shi Changzheng, former director of the Traffic Management Bureau of Guizhou Province Public Security Department, was sentenced to 12 years in prison for bribery, corruption, and illegal possession of ammunition. He was accused of privately storing 369 rounds of ammunition.
On February 26, the Intermediate People’s Court of Tongren City, Guizhou Province, publicly pronounced the verdict in the first instance of the case involving Shi Changzheng, former secretary of the Party Committee and director of the Traffic Management Bureau of Guizhou Province Public Security Department, on charges of bribery, corruption, and illegal possession of ammunition. Shi Changzheng was sentenced to 11 years in prison for bribery, with a fine of 1 million yuan; sentenced to 6 months in prison for corruption, with a fine of 100,000 yuan; and sentenced to one and a half years in prison for illegal possession of ammunition. The court decided to enforce a fixed-term imprisonment of 12 years and imposed a fine of 1.1 million yuan.
The court stated that from 1996 to 2023, Shi Changzheng took advantage of his positions as the political commissar of the Traffic Police Detachment directly under the Traffic Police Corps of Guizhou Provincial Public Security Department and the deputy director, director of the Traffic Management Bureau of Guizhou Provincial Public Security Department to provide assistance to relevant units and individuals in enterprise contracting, project bidding, etc., and illegally accepted property totaling more than 19.11 million yuan, some of which was not actually obtained.
In December 2021, when Shi Changzheng retired, he appropriated Maotai liquor worth over 50,000 yuan that belonged to the unit for himself. During his work in the Traffic Management Bureau of Guizhou Province Public Security Department, Shi Changzheng failed to turn in the ammunition as required, and he privately stored 369 rounds of pistol ammunition at his home.
The court stated that Shi Changzheng’s actions constituted bribery, corruption, and illegal possession of ammunition. After the verdict was announced, Shi Changzheng expressed in court that he would not appeal.
In August 2023, Shi Changzheng was investigated, and in January 2024, he was expelled from the party, had his benefits revoked, and was transferred to judicial authorities. The first trial was held on June 28.
