Former Deputy Director of Zhejiang Provincial Party Committee’s Financial Office Fell from Grace after Being Pursued by P2P Refugees.

Recently, Pan Guang’en, former deputy head of the Zhejiang Provincial Committee’s Financial Office, has been taken down. In 2018, Zhejiang announced a list of 16 provincial-level cadres slated for promotion, which faced opposition from victims of P2P lending platforms who demanded lifelong accountability, including Pan Guang’en.

According to the report from Zhejiang Provincial Commission for Discipline Inspection and Supervision on January 11th, Pan Guang’en, former Deputy Head of the Zhejiang Provincial Committee’s Financial Office, former member of the Provincial Committee’s Financial Work Committee, and former Deputy Director of the Provincial Local Financial Supervision Bureau, is suspected of serious violations of discipline and law. He took the initiative to surrender and is currently undergoing disciplinary review and supervision investigation by the Zhejiang Provincial Commission for Discipline Inspection and Supervision.

Pan Guang’en, born in August 1967 in Haining, Zhejiang, joined the workforce in November 1995. Throughout his career, he held various positions including Deputy Director of the Capital Market Division of the Zhejiang Province Listing Office, Director of the Local Finance Division and Securities and Futures Division of the Zhejiang Provincial Committee’s Financial Office, Director of Personnel Education Division and member of the Party Committee of the Zhejiang Provincial Committee’s Financial Office, Deputy Director and member of the Party Committee of the Zhejiang Provincial Committee’s Financial Office, and later served as Deputy Director of the Zhejiang Provincial Local Financial Supervision Bureau.

Two months before his downfall in November 2024, Pan Guang’en participated in activities in his capacity as the Deputy Head of Zhejiang Provincial Committee’s Financial Office.

As early as August 13, 2018, the Zhejiang authorities publicly solicited opinions on the promotion or transfer of 16 provincial-level officials to important positions. Among them were two key officials from the Zhejiang Provincial Committee’s Financial Office, namely, Deputy Head of the Provincial Financial Office, Sheng Yijun, and Director of the Personnel and Education Division, Pan Guang’en.

At that time, during the wave of collapses in P2P lending platforms, Zhejiang was hit hard. The promotion announcement caused concern among P2P victims, with some stating they would report through various channels.

According to previous reports by Dajiyuan, some financial refugees put forward four opinions: firstly, they opposed the promotion of Sheng Yijun and Pan Guang’en.

Secondly, as members of the Party Committee and the core leadership of the Provincial Financial Office, the two bear an inescapable responsibility for the financial chaos in Zhejiang and the widespread collapse of P2P platforms. They are suspected of serious dereliction of duty and should be investigated rather than promoted.

Thirdly, the motion to promote the two individuals is irresponsible towards the organization and a mockery of the people. They strongly oppose it.

Fourthly, as the P2P lending platform collapse has not been properly handled yet, all relevant personnel from the financial office are not suitable for promotion at this time and should be held accountable for life.
