Former Chinese Communist military industry worker: Military orders surge suspected to be preparing for Taiwan attack

Recent activities in the Taiwan Strait and South China Sea have seen the Chinese Communist Party (CCP) conducting military exercises, while Taiwan is preparing to upgrade its largest annual military exercise known as the “Han Kuang Drill,” with the possibility of simulating actions related to a potential CCP invasion in 2027. A former senior CCP military industry insider has revealed to the public that internal messages within China’s military-industrial complex indicate a sudden surge in budgets and military procurement orders for some military industrial enterprises and research institutes, suggesting preparations for an attack on Taiwan.

According to a report exclusive to NTD Television on March 20, Zhao Jie, the Deputy Director of the Original Technical Department of Luoyang Okyayuan in Henan, China, currently in the United States, stated during an interview that employees inside the CCP’s military-industrial system have disclosed that since January of this year, budgets and military procurement orders at various military enterprises and research institutes in Luoyang have significantly increased, contrasting with a decline in orders during the period from 2023 to 2024.

“He (an insider from the military-industrial system) told me that the orders sent by the military and military research institutes to the company suddenly increased. Starting from 2025, especially after January, the orders received by the 613 Institute (referring to the Luoyang Optoelectronics Equipment Research Institute 613 Institute, hereinafter) surged. Research funding at the 613 Institute was tight in 2023 and 2024, but suddenly surged again in 2025. When we carefully examine the state of the CCP’s economy, it is not improving, but deteriorating. However, the significant increase in military spending made me think that a major reason could be related to a change in the CCP’s approach towards Taiwan.”

According to information from the CCP’s Ministry of Finance, the military budget for this year is set at 1.78 trillion yuan, showing a 7.2% increase compared to the previous year, maintaining the same growth rate as last year. This marks the fourth consecutive year since 2022 that the CCP’s military budget has exceeded a 7% growth rate. The increase in military expenditure continues to outpace economic growth targets.

Zhao Jie suggested that this increase may indicate that internal contradictions in China have reached an uncontrollable point, leading the CCP to shift these contradictions externally, such as by launching a war to invade the Republic of China (Taiwan).

Having been directly involved in the production of CCP military products for 13 years, Zhao Jie previously informed Epoch Times that corruption runs deep in the CCP’s military industry, affecting the quality of military equipment. Leaders of military research institutes who accepted bribes would approve acceptance without proper inspection. In 2021, for instance, a bolt produced by an outsourcing factory was directly installed on a Z-10 armed helicopter without inspection, resulting in the aircraft crashing during a test flight.

Chinese military aircraft and ships have recently conducted “joint combat readiness patrols” in the waters and airspace near Taiwan, while the Taiwanese military started a five-day “Immediate Combat Readiness Exercise” on March 17. The Taiwanese military has also announced that this year’s Han Kuang military exercise in July will focus on simulating possible actions related to a CCP invasion in 2027, with the duration extended from the previous 5 days and 4 nights to 10 days and 9 nights.

Minister of National Defense of the Republic of China, Chiu Kuo-chung, pointed out that the strategic alert time for a potential CCP invasion has been shortened due to the frequency of CCP exercises around Taiwan and the information provided by various allies, indicating that the timing of a potential attack by the CCP may come earlier than expected.
