After 14 months of suspension, the former deputy director of the Population Resources and Environment Committee of the National Committee of the Chinese People’s Political Consultative Conference (CPPCC) and former chairman of the CPPCC in Shaanxi province, Han Yong, faced the first trial of his bribery case, where he was accused of accepting bribes totaling over 2.61 billion yuan (RMB).
On December 12th, the Intermediate People’s Court of Nanning City in Guangxi held a public trial for the bribery case of Han Yong, the former deputy director of the Population Resources and Environment Committee of the National Committee of the CPPCC and former party secretary and chairman of the CPPCC in Shaanxi province.
The Nanning City Prosecutor’s Office accused Han Yong of taking advantage of his positions as Chief Prosecutor of Songyuan City Prosecutor’s Office in Jilin province, Deputy Chief Prosecutor of Jilin province, Deputy Secretary of the Discipline Inspection Commission of Jilin province, Minister and Deputy Secretary of the Party Committee Organization Department of Xinjiang Uygur Autonomous Region, and Chairman of the CPPCC in Shaanxi province from 1993 to 2023. Han Yong was alleged to have used his power and status to benefit certain units and individuals in business operations, project contracting, cadre appointments, and other matters, by directly or through others, illegally accepting a total of over 2.61 billion yuan. The prosecution requested that Han Yong be held criminally responsible for bribery.
Han Yong pleaded guilty in court, and the sentencing was scheduled for a later date.
Han Yong was removed from office in October 2023, and in April of the current year, he was expelled from the party, had his benefits revoked, and was transferred to judicial authorities.
During the investigation, it was reported that Han Yong had associated with political fraudsters, engaged in political opportunism, practiced favoritism in appointments, intervened in disciplinary and law enforcement activities improperly, treated public power as a tool for personal gain, engaged in corruption and bribery, and illegally accepted substantial amounts of money.
Public records show that Han Yong was born in 1956 and had served in various positions in Jilin province, including Chief Prosecutor of Songyuan City Prosecutor’s Office, Deputy Chief Prosecutor and Director of the Anti-Corruption Bureau of Jilin province, member of the Discipline Inspection Commission, Deputy Secretary, and Director of the Supervision Department.
In July 2004, Han Yong was transferred to Xinjiang Uygur Autonomous Region as a member of the Party Committee and Minister of the Organization Department. In December 2010, he was appointed as Deputy Secretary of the Party Committee of the autonomous region while continuing to serve as Minister of the Organization Department until July 2013.
In April 2015, Han Yong became the Deputy Secretary of the Party Committee of Xinjiang Uygur Autonomous Region, Secretary and Political Commissar of the Production and Construction Corps Party Committee, Chairman of China New Building Group Company, officially holding ministerial-level positions.
In January 2016, Han Yong was transferred to Shaanxi and appointed as the Party Secretary and Chairman of the CPPCC of Shaanxi province under the Communist Party of China. He was also a candidate member of the 18th Central Committee of the CPC. He stepped down from the mentioned positions in January 2022 and served as the deputy director of the Population Resources and Environment Committee of the National CPPCC from March 2022 until January 2023.
