Former Assistant to the General Manager of China National Energy Group, Liu Jinhuan, Under Investigation

Former assistant general manager of State Energy Group of China, Liu Jinhuan, who participated in the construction of the Three Gorges hydropower project, is under investigation.

According to a report released on the website of the National Supervisory Commission of China on the afternoon of March 27, Liu Jinhuan is suspected of serious “violations of discipline and law” and is currently undergoing disciplinary review and supervision investigation.

At the age of 63, Liu Jinhuan has worked in the electricity industry for many years, mainly focusing on hydropower. His career began as a grassroots construction worker at Gezhouba Group, and he has been involved in the construction of large hydropower projects such as Gezhouba Dam, Geheyan Dam, and Three Gorges.

Liu Jinhuan has held various positions throughout his career, including vice general manager, general manager, and chairman of the first engineering company of Gezhouba Group, executive deputy commander of the Three Gorges Command of Gezhouba Group, vice general manager of Gezhouba Dam shares limited and general manager of Hubei Xiangjing Expressway Company, Commander (general manager) of Three Gorges Command (Construction Contracting Company) of China Gezhouba Water Resources and Hydropower Engineering Group Company, vice general manager of China Gezhouba Water Resources and Hydropower Engineering Group Company, general manager and chairman of China Guodian Dadu River Basin Hydropower Development Company, assistant general manager of State Grid Corporation of China and director of Planning and Development Department, assistant general manager and director of Strategic Planning Department, until the current investigation.

This investigation into Liu Jinhuan, who played a key role in the Three Gorges hydropower project, has raised concerns about the potential impact on the industry and the continuation of major hydropower projects in China.
