The National People’s Congress and the Chinese People’s Political Consultative Conference, also known as the “Two Sessions,” are being held today, March 4th. As early as a month ago, various regions had entered a “stability maintenance mode,” with many petitioners facing obstacles to travel and experiencing difficulties reaching the capital, Beijing. It has been reported that in Shanghai, 11 petitioners have been detained in black jails.
The “Shanghai Black Jail List” creator, Song Jiahong, told The Epoch Times, “As the Two Sessions commence in Beijing, there is a significant political regression in Shanghai. In order to achieve zero petitions during the Two Sessions in Beijing, the Shanghai municipal government deployed about 1,000 stability maintenance personnel to intercept petitioners starting from February 10th. Nearly all of the city’s 216 grassroots units were involved in this operation.”
On March 1st, petitioners Cui Qun from Hongkou District, Chen Xiuqin from Jinshan District, and Qian Hongli from Minhang District traveled from Suzhou to Beijing by bus. Around 4 a.m. on March 2nd, police officers boarded the bus to inspect their identities at the Dezhou service area. Authorities from the Hongkou District Stability Maintenance Office had detailed knowledge of Cui Qun’s movements and had sent a van in advance, which took Cui Qun away. Chen Xiuqin had to call an ambulance for emergency medical treatment due to a sudden illness. Only Qian Hongli managed to escape.
Shanghai petitioner Li Xuemei stated that she received a warning call from Police Chief Zong Lei of the Gaojing Police Station in Baoshan District while she was traveling outside the city. Zong Lei warned her, stating, “Based on the information we have, you have purchased a plane ticket to Beijing. If you proceed, we will dispatch over a dozen people to block you at the airport, and you will be arrested upon your return.”
Another petitioner from Baoshan District, Wu Baolin, revealed that there were over a hundred government personnel stationed at Shanghai Hongqiao Railway Station and Shanghai Railway Station to intercept petitioners heading to Beijing. He was assaulted by unidentified individuals in the waiting hall of Hongqiao Railway Station and sustained injuries.
Both the father and daughter of petitioner Yu Zhonghuan from Pudong New Area suffer from serious illnesses. In order to evade the stability maintenance measures, they had to temporarily halt their medical treatment. Yu Zhonghuan fled to another location, while his daughter was sent to a foster care institution. Every year, they have to endure several instances of hiding while unwell to avoid the stability maintenance operations.
Yu Zhonghuan expressed, “The stability maintenance efforts for the Two Sessions by the Chinese Communist Party started nearly a month in advance. Countless petitioners have been locked up in black jails and subjected to inhumane persecution. Two years ago, I was twice detained by Zheng Daorong, the director of the Jinqiao Town Petition Office in Pudong New Area, and endured inhumane persecution including torture, poisoning, extortion, denial of medical care and medication, broken ribs, and other brutal acts. Since then, on ‘sensitive days,’ I have had to flee while sick to avoid being targeted for stability maintenance.”
He added, “Corrupt officials and the communist despots not only engage in corruption but also dare to trample on all laws. They beat petitioners to death, injure them, disable them, poison them, illegally enter their homes to steal money and possessions, creating unimaginable atrocities. This is the Chinese dream! A nightmare!”
According to the list provided by Song Jiahong, it is currently known that 11 petitioners in Shanghai have been detained in black jails in connection with the Two Sessions. They are: Ding Juying, 78 years old, Ni Mingqi, 79 years old, Hu Bosen, 78 years old, Lu Liming, 70 years old, Chen Meihua, 66 years old, Li Huifang, 62 years old, Liu Dongbao, 62 years old, Zhang Yin, 59 years old, Xu Lanzhen from Putuo District, Hong Xianhua from Minhang District, and Wang Lanying, 78 years old, from Songjiang District.
At noon on February 16th, petitioner Li Huifang from Jing’an District was illegally intercepted with violence by seven men and one woman from the Shanghai Jing’an District Office and the Jing’an Public Security Sub-bureau at the entrance of the Beijing Ma Jiapu Road No. 120 Post Office. Li Huifang was forcibly lifted into a commercial vehicle and subsequently taken to Beijing South Station. She was then escorted back to Shanghai on the G137 train and is currently detained in a black jail in Chongming District.
Song Jiahong stated, “At present, the priority for the government during the stability maintenance period is to prevent petitioners from reaching Beijing. Some government and neighborhood offices even offer money to petitioners in order to achieve stability maintenance goals. Petitioners who do not go to Beijing during the Two Sessions are given 5,000 to 10,000 yuan, while some neighborhoods only offer 2,000 yuan, profiting from the situation.”
