Chongqing’s Disgraced Official Duan Chenggang, a “Tiger” in Power, is Dismissed.

Chongqing Deputy Mayor Duan Chenggang was dismissed and had his qualifications revoked half a month after his downfall.

On April 14th, the Chongqing Municipal Political Consultative Conference passed a decision to dismiss Duan Chenggang from the position of Vice Chairman of the Sixth Chongqing Municipal Committee of the Political Consultative Conference and revoke his qualifications as a member of the municipal political consultative committee, pending confirmation at the meeting of the Standing Committee.

Duan Chenggang was officially announced to be under investigation on March 31st.

Public records show that Duan Chenggang was born in June 1963 in Jiangbei, Chongqing, and started working in August 1983, holding various positions in Chongqing for a long time.

In 2006, Duan Chenggang served as the acting district head of Banan District in Chongqing, later being promoted to the position permanently, becoming a cadre at the department level.

In January 2014, Duan Chenggang was appointed as the Director of the Party Work Committee of the North Chongqing New Area and Deputy Director of the Party Work Committee of the Liangjiang New Area, promoted to the rank of department-level cadre in February 2016, and then appointed as the Secretary of Yubei District in June of the same year.

In October 2018, Duan Chenggang was promoted to become a member of the Chongqing Municipal Committee and Secretary of the Party Work Committee of the Liangjiang New Area, concurrently serving as the director of the committee the following month. In January 2022, he transferred to the position of Vice Chairman of the Chongqing Municipal Political Consultative Conference until being investigated at the end of last month.

Shortly before his downfall, Duan Chenggang was still seen in public reports. On March 24th, the Chongqing Political Consultative Conference’s official WeChat account mentioned in an article that on March 14th, Duan Chenggang participated in a meeting on the progress of work in the construction of the platform for the performance of duties. According to Chongqing TV news footage, there were no shots of Duan Chenggang at the 13th Standing Committee meeting of the Sixth Session of the Chongqing Political Consultative Conference held on March 27th.

It is noteworthy that with Duan Chenggang’s downfall, in recent years, three party secretaries of the Liangjiang New Area have been dismissed. Following Shanghai Pudong New Area and Tianjin Binhai New Area, the Liangjiang New Area is the third national-level development and opening new area approved by the State Council of the Communist Party of China.

In July 2021, Deputy Director of the National Food and Strategic Reserves Administration Xu Ming was investigated. Xu Ming served as the Secretary of the Party Work Committee and director of the committee in the Liangjiang New Area starting in December 2011 until he returned to Beijing as the Deputy Director of the National Food and Strategic Reserves Administration in 2013. In June 2023, Xu Ming was sentenced to 15 years in prison for accepting bribes exceeding 50 million RMB.

In December 2024, former Chairman of the Shanxi Provincial Political Consultative Conference Wu Cunrong was investigated. Wu Cunrong was transferred to the position of Deputy Mayor of Chongqing in 2017 and briefly served as the acting Party Secretary of the Liangjiang New Area. It was during this time that Duan Chenggang replaced him as the Party Secretary of the Liangjiang New Area.
