New York City Police Department (NYPD) Detective Bureau Chinese-American Sergeant Zhu Jiang is currently under investigation by the Federal Bureau of Investigation (FBI) for suspected involvement in espionage activities on behalf of the Chinese government. Sergeant Zhu is assigned to the investigative unit dealing with healthcare insurance fraud, allowing him access to highly sensitive information.
According to a report by the Daily Mail on March 23, a police spokesperson confirmed that Zhu Jiang has been placed on unpaid leave.
Zhu Jiang joined the NYPD in 2013 and is currently part of the unit investigating healthcare insurance fraud, which grants access to highly sensitive data. His workplace is located at the 26 Federal Plaza in Manhattan, in close proximity to the FBI’s New York office and only a few blocks away from the police headquarters.
Records from the police department show that he has served in the Organized Crime Investigation Department and the Brooklyn Detective Squad, with a salary of $169,000 in 2023. As of now, he has not been charged or detained.
Reportedly, Zhu Jiang is one of the few officers in the police department who can speak the Fuzhou dialect, leading him to serve as a community liaison on Brooklyn’s Eighth Avenue.
Sources indicate that the FBI is currently investigating whether Zhu Jiang engaged in spying activities to collect intelligence for the Chinese government.
Zhu Jiang becomes the second NYPD officer in the past 12 months to be investigated on suspicion of espionage in New York City.
Previously, in May 2024, Lieutenant Steven Li from the NYPD’s Internal Affairs Bureau was dismissed. Li had assisted Chinese official Sun Hoi Ying in contacting a woman residing in the United States who was identified as a target of the Chinese Communist Party’s “Operation Fox Hunt”.
At that time, Sun Hoi Ying represented the “Operation Fox Hunt”, aimed at pressuring Chinese suspects living overseas to return to China for trial. Although Li was not ultimately deemed a Chinese spy, he was fired for failing to report the FBI investigation and providing false statements.
Currently, the FBI and NYPD have not made further comments on the Zhu Jiang case, and attempts by the Daily Mail to reach Zhu Jiang directly have been unsuccessful.
