Recently, the Chinese Communist Party (CCP) has launched a nationwide party member education and training plan that will last until 2028, requiring a minimum of 20 days of mandatory concentrated learning time. The official directive also aims to eradicate the phenomena of “low-level red” and “high-level black.” Analysts believe that this extensive brainwashing of the entire party signifies a crisis of confidence in the leadership of CCP’s leader Xi Jinping, with authorities particularly concerned about the manifestations of “low-level red” and “high-level black,” confirming a collapse of confidence within the party regarding the future of CCP.
According to the official CCP media Xinhua News Agency, the CCP Central Office recently issued the “National Party Member Education and Training Work Plan (2024-2028),” prescribing the core content to be “Xi Jinping Thought.” The plan outlines a phased classification for party members with concentrated training over approximately 5 years, emphasizing comprehensive training.
The plan mandates that CCP party members must accumulate at least 20 days or 160 hours of various concentrated learning and training within 5 years, while grassroots party organization secretaries must accumulate at least 35 days or 280 hours of such training within the same timeframe.
Tsai Win-Wei, CEO of the Taiwan Inspiration Association (TIA), told the Epoch Times that Xi Jinping is evidently very concerned about the internal situation within the CCP, hence the implementation of this so-called “education and training,” which is now being enforced at the grassroots level.
“He is worried about his authority not being secure. Compared to Mao Zedong and Deng Xiaoping, he manages the vast party-state system of the CCP. Obviously, his authority is inadequate, so he has to continuously carry out purges using his current position and power,” Tsai stated.
Historian Li Yuanhua in Australia expressed to the Epoch Times that while the CCP continues its aggressive stance internationally, domestically it faces various crises such as economic downturns, sporadic civil unrest, international encirclement by the free world, and foreign capital leaving China. The CCP hopes to prolong its regime, hence the implementation of this party-wide training to ensure party members serve the leadership.
It is noteworthy that this training plan extends beyond 2027 (the possible time for the 21st CCP National Congress to convene).
Tsai Win-Wei remarked that this indicates Xi Jinping is eager for re-election, but given his age and opposition from even the second-generation Reds, who initially opposed his third term but were apparently suppressed, it does not mean there is no ongoing backlash against him.
Recent reports from various sources suggest that surviving members of the second-generation Red officials in the CCP are currently working to prevent Xi Jinping from seeking re-election.
Moreover, Tsai Win-Wei believes that the CCP may not be able to sustain for another five years. Xi Jinping’s relentless actions are further destabilizing the economy. “They are now relying on propagating ‘nationalism,’ but it has gone too far, portraying a notion of aggressive nationalism to the entire world. Therefore, with internal and external challenges, the CCP regime may not last for another five years.”
Li Yuanhua also shared that this 5-year training plan, transcending the 21st CCP National Congress, indicates Xi’s reluctance to step down, but under external pressure, the outcome may not align with his intentions.
CCP’s ideological brainwashing campaigns have repeatedly sparked public grievances. In early 2019, the CCP introduced the “Study the Great Nation” app to indoctrinate Chinese citizens, compelling them to study daily and reinforce personal worship of the CCP leader through this means.
Under official promotion, the “Study the Great Nation” app briefly topped the software download charts. CCP members faced criticism if their accumulated study points fell behind, leading to continuous public discontent. Subsequently, the CCP officially announced the elimination of individual rankings on the app. By 2024, reports circulated within China mentioned that after five years, the “Study the Great Nation” app no longer monitored registrations.
Tsai Win-Wei noted that this coercive centralized training for all party members arises due to their discontent with their own lives unstable, potentially provoking significant opposition.
Li Yuanhua observed that if the training could lead to promotions and wealth, party members might be willing, but currently, there may not be tangible benefits. Officials in a state of passivity are unwilling to engage in activities to appease the party leaders. Everyone is focused on their own interests, with some desiring more money and seeking to quickly escape unfavorable circumstances.
Since Xi Jinping took office, each term has seen brainwashing campaigns led by the Secretary of the Central Secretariat motivating party members, however, these initiatives often end abruptly. Xi’s confidant Cai Qi initiated the study of “Xi Jinping Thought” since 2023, but subsequently, there was no further action. Meanwhile, numerous officials promoted by Xi in recent years have faced downfall.
Tsai Win-Wei mentioned that Xi’s favored officials, once in political positions, engage in political rent-seeking. The CCP government lacks balance of power, as the party controls the state apparatus, which in turn controls society. Since these so-called political figures have not been elected, nor are they subject to people’s oversight, corruption and malfeasance inevitably arise.

In response, Tsai Win-Wei explained that “low-level red” refers to employing very crude and vulgar means to promote so-called political correctness. Yet, due to its crude nature, it may generate even more aversion towards Xi Jinping’s ideology. “High-level black” involves criticizing Xi Jinping while using his words to mock him. For instance, since the regime does not genuinely serve the people, individuals may sarcastically reference Xi Jinping’s slogan of being guided by the people.
Tsai Win-Wei believes that the CCP will interpret such occurrences as deliberate attempts to discredit the leadership, whether through insinuations or retribution. The issuance of notices on training alongside this warning indicates that many have increasingly lost faith in the future of the CCP’s regime, some bordering on collapsed confidence.
