Numbeo, a global database website, has recently released the 2025 Global Safest Countries Ranking, providing valuable insights for travelers. Among 147 countries and regions, the European microstate of Andorra, with a population of only around 80,000 people, secured the top spot. Taiwan, located in East Asia, ranked 4th globally and is considered the safest place in the Chinese-speaking world.
According to the New York Post, Numbeo assessed the overall crime situation in each country based on surveys filled out by website visitors, compiling the 2025 Safety Index for each country, which is publicly available on the site.
Numbeo considered factors such as residents’ sense of safety when walking at night and concerns about crimes like robbery, car theft, assaults by strangers, harassment in public places, and discrimination based on factors like race, ethnicity, gender, or religion.
In addition, property-related crimes like burglary, theft, and vandalism, as well as violent crimes such as assaults, murder, and sexual offenses, were also taken into account.
Countries were ranked based on a scale of 1 (most dangerous) to 100 (safest) in the Safety Index. Andorra, situated between Spain and France, claimed the top spot with a Safety Index of 84.7. Following closely behind are the United Arab Emirates at 84.5 and Qatar at 84.2, ranking 2nd and 3rd respectively.
Taiwan secured a rating of 82.9, ranking 4th globally, surpassing Hong Kong at 78.5 (7th), Singapore at 77.4 (9th), Japan at 77.1 (10th), China at 76.0 (15th), South Korea at 75.1 (17th), and the United States at 50.8 (89th).
It is noteworthy that in Numbeo’s previously released 2025 Health Care Index and Health Care Exp. Index, Taiwan topped the list. Since 2019, Taiwan has consistently ranked first in both indices for seven consecutive years.
In addition to the Safety Index, Numbeo also published the Crime Index for each country (Crime Index = 100 – Safety Index). Venezuela scored 80.7 claiming the top spot as the most dangerous country globally, followed by Papua New Guinea at 80.3 and Haiti at 78.9.
Numbeo emphasized that the crime data provided on the website is based on user-provided information and perspectives, which may differ from official government statistics.
The website stated, “This index can be used as a comparative tool to evaluate the relative safety of different cities or countries, helping individuals make informed decisions and understand the crime situation in specific regions.”
