Shanghai, 72-year-old petitioner Wang Huifang filed a complaint to the Ministry of Public Security of the Chinese Communist Party. She was brought to a local police station in Beijing on March 19th while on a public bus, and the police there have initiated a criminal case against her, with plans to undergo a forced psychiatric assessment.
Wang Huifang’s son, Wang Ruiqi, firmly stated, “I strongly disagree! My mother is completely mentally sound. This is the police retaliating, framing, and humiliating my mother!”
On March 19th, both Wang Huifang and Gu Guoping were taken off the No. 14 bus in Beijing by Beijing police and security guards, and handed over to the Shanghai Municipal Government Office in Beijing. On March 21st, Wang Huifang was criminally detained on suspicion of “provocation and troublemaking” by the Shimen Er Road Police Station of the Jing’an District Sub-Bureau of the Shanghai Public Security Bureau. The first 50 days of detention did not include days for psychiatric assessment, and only the following 30 days counted as detention. Gu Guoping, due to extremely poor health conditions, was released after being detained for 3 days.
Shanghai petitioner Yu Zhonghuan told a reporter for Epoch Times that Wang Huifang’s son, Wang Ruiqi, had asked a lawyer to inquire about the case at the police station but was refused. The local police officer called Wang Huifang’s son and spoke in vague terms, saying that once Wang Huifang is diagnosed with a mental illness, she would be released immediately, which was not agreed upon.
Wang Ruiqi has written to relevant authorities such as the Public Security Bureau and the Prosecutor’s Office, stating, “As the son of Wang Huifang, I strongly disagree with your unit’s plan to subject my mother to a psychiatric assessment.”
He also explained the reasons for his disagreement:
1. Wang Huifang had already obtained a “Transfer and Notification Form” from the Reception Room of the Ministry of Public Security in Beijing, instructing her to return to Shanghai to resolve the matter. Subsequently, she was taken back to the local police station in Beijing while on the No. 14 bus. In a situation involving a conflict of interests, the Shimen Er Road Police Station did not hesitate to file a criminal case against Wang Huifang and forcibly conduct a psychiatric assessment. There are suspicions of retaliatory actions.
2. Wang Huifang is in a normal state of mind and can clearly articulate her motives and understand the consequences in communication with her son afterward, which has no connection to pathological mental disorders.
3. Wang Huifang and Gu Guoping, along with four other citizens, were riding the bus normally without any quarrels or disturbances, yet they were detained on suspicion of causing trouble, and Wang Huifang was subjected to psychiatric evaluation. This is a blatant violation of the rule of law by the authority.
Wang Huifang’s home was unlawfully demolished more than ten years ago by the Jing’an District of Shanghai. After years of investigation and evidence collection, she verified that the government and the neighborhood party branch secretary fabricated evidence and materials, causing substantial losses to her family and benefiting the secretary and the relocation office. Interest groups, in collusion with the public security, vigorously obstructed her efforts to seek justice and retaliated against her.
Last year, Wang Huifang was attacked by leaders and security guards at the entrance of the Shimen Er Road Sub-District petition office. She requested a written injury report to be issued by the police station, but the police refused. She demanded an apology from the leader who assaulted her, but when the leader asked the security guard to apologize on his behalf, Wang Huifang declined. Subsequently, the leader instructed the security guard to falsely claim that the guard was the one who was injured, ultimately sending her to a psychiatric hospital in the Jing’an District. After being diagnosed as normal by doctors there, they refused to admit her.
