Last year in October, the deputy mayor and director of the Public Security Bureau of Shaoyang City, Hunan Province, Li Changyue, who was reportedly shot by a subordinate, has had his personal information removed from the official website. Speculations from Hong Kong media suggest that he may have been dismissed from his position.
According to a report from the Hong Kong Sing Tao Daily on February 14, the name of Li Changyue has been deleted from the column of deputy mayor on the Shaoyang City government official website, and the position of the director in the “Leadership Introduction” section of the Shaoyang City Public Security Bureau website is now vacant. It is suspected that Li Changyue has been removed from his position.
On October 1 last year, during a flag-raising ceremony at the Shaoyang City Public Security Bureau, Li Changyue, who was then the deputy mayor and director of the bureau, was suddenly shot and had to be rushed to the hospital for treatment. Reports indicated that the shooter was Duan Peng, the deputy battalion commander of the Second Battalion of the Special Police Brigade of the bureau, who later died from self-inflicted gunshots. Prior disclosures suggested that the case involved Duan Peng’s unsuccessful promotion and the forced cancellation of his leave by the bureau director, leading to longstanding conflicts between the two and resulting in a tragic incident.
On October 24 last year, an insider from the local public security department revealed to Epoch Times that Duan Peng was originally a police officer in Dongkou County. After winning the second place in a national police tournament for free combat, he was transferred to the Shaoyang City Public Security Bureau. As the deputy battalion commander of the Shaoyang City Special Police Brigade, he was only at the deputy division level. Worried that without a prompt promotion, he would miss future opportunities due to his age, he sought to bribe his way to a higher position with the support of a boss. However, complications arose when he attempted to offer money to Li Changyue.
“He (Duan Peng) had his wife deliver the gift, Li Changyue found his wife attractive, he accepted the gift and even raped his wife, but he did not promote Duan (division). Duan could not explain himself in front of his wife and the investor, so a few days before the incident, he posted some words on WeChat similar to wanting to break the pot or die together. But no one conveyed the message to Li Changyue, or Li Changyue simply did not care about Duan Peng. In the end, Duan Peng chose to break the jar,” as stated by the informant.
The informant also mentioned that the incident occurred on the National Day holiday, and Duan Peng seemed to intend to escalate the situation, as he had access to weapons that day, including a 92-type handgun with fifteen rounds of ammunition.
The insider further disclosed that on the day of the incident, personnel from the Chinese Ministry of Public Security were dispatched, and comprehensive information blockades were imposed in the local area.
